sdg2The EU and its member states need to champion processes that enable spaces for children and young people to participate in the implementation of the Agenda 2030 for Sustainable Development  

Within the first 1000 days of implementing agenda 2030, the EU and its member states should demonstrate concrete commitments to support citizen-driven monitoring and accountability mechanisms through programmes, funding modalities and national and local budgets.

At an advocacy event co-organised with the World Bank and DSW today, World Vision is calling on the EU and its member states to ensure that children and young people, are actively involved in the implementation of the new global sustainable development goals. Agenda 2030 for Sustainable Development is a comprehensive and universal framework replacing the MDGs that was adopted by 193 UN member states in September last year.

World Vision, the World Bank and DSW are organizing a high level panel discussion entitled: 'Implementing Agenda 2030 - can citizens lead in ensuring effective accountability?' The event will be hosted by the European Economic and Social Committee, and will bring together representatives from the European Parliament, the European Commission, the Embassy of Zambia, the Permanent Representation of the Netherlands to the EU and civil society organisations. Participants will debate the steps that need to be taken by the EU and its member states to ensure that the implementation of Agenda 2030 enables social accountability and is citizen-driven.

"With this high level event, World Vision hopes to encourage the EU to integrate social accountability into current discussions on how best to implement the global goals that make up Agenda 2030" says Deirdre de Burca, World Vision Brussels’ Director of Advocacy. "EU officials and civil society organizations have little knowledge at present of what social accountability actually involves despite the fact that it is linked to positive development outcomes."

Accountability can be defined as "when decision makers take responsibility for their commitments and actions, answer for them by explaining and justifying them to affected rights holders, and are subject to a form of sanction where commitments and responsibilities are not fulfilled."

"September 2015 saw world leaders promise a future of hope by adopting the ambitious Agenda 2030 for sustainable development. The success of this agenda must be judged by the experiences that today’s children and young people who have in living out this new agenda" says Besinati Mpepo, World Vision International’s Technical Director for Social Accountability. "Spaces must be created at local, subnational, national, regional and even at the global level for the meaningful participation and voices of children and young people in ensuring accountability for the delivery of these goals."

World Vision’s approach to social accountability, called Citizen Voice and Action (CVA), aims to improve the dialogue between communities and government in order to enhance services (like health care, child protection and education) that impact the daily lives of children and their communities. CVA is cost effective and sustainable and being implemented in over 600 communities across 45 countries. A Study documenting the impact of CVA on education outcomes using randomised control trials showed that CVA led to an 9% increase in primary school test scores, an 8–10% increase in pupil attendance or a 13% reduction in teacher absenteeism and would cost roughly 1,50$ per beneficiary student.
